My little beacon was turned on at about 0910z. No spots of me yet at 0921z.

I read through the Ofcom document re proposals for WARC-23. There is mention in Section 8 - Science under Agenda Item 1.12 of a proposal for space-based radar for measuring ice thickness “around 40 - 50MHz.” Could this be why Ofcom is so hesitant to allocate a section of 40MHz for amateur use?
