Amateur radio deregulation

The FCC in the USA is asking for comments on their latest document calling for deregulation and reduced burocracy. They do not talk about amateur radio specifically. In the USA amateur radio callsigns pre-date the FCC.

In many countries amateur radio costs money and generates no revenue. For this reason, I can see why the FCC and OFCOM, and others too around the world, would like to totally "wash their hands" of amateur radio.

One possibility is to "open up" amateur radio, much like CB, without the need for any involvement. The only stipulation is that only radios that comply with national standards may be used and no interference must be caused. In most cases, amateur radio has become like CB: using commercial radios to chat. True research does not matter to the vast majority, who do not even know how their transceivers work!

This is my personal view of what will happen. I may well be wrong.

  • In the USA the FCC will deregulate amateur radio in some way. People will not need to have callsigns. If they do, these will be allocated by the ARRL.
  • In the UK, OFCOM will also deregulate amateur radio. As in the USA, callsigns will not be mandated and allocated to those that want them by the RSGB.
  • Other countries will follow. 
I give this less than 20 years.

OFCOM's 3 year plan

Perhaps I am getting even more grumpy in my old age! OFCOM has published its 3 year plan and I am not impressed. To me it is full of "motherhood" statements: the sort of thing you would expect to see in a quango trying hard to justify its existence. 

Bring back the GPO with adults.

OFCOM consultation

 At the moment OFCOM is consulting on licence free services. I noticed this:

"Amateur Radio Full (Temporary Reciprocal) – this would enable the use on a short-term basis of Radio Amateur equipment by people visiting from certain countries"

OFCOM and shared rural coverage in the UK

OFCOM agreed certain targets for rural mobile phone coverage with the major UK mobile operators. It looks as if these targets have been met, but not in Scotland yet. See the OFCOM website for details.

Apparently OFCOM is consulting about applying code powers to LF Holdco 2 Ltd. 

Don't even ask what the hell this means!! I am sure it must be very important!  😄

As you know, I am not a great fan of OFCOM, although I suppose this keeps these people in a job.

OFCOM Consultation

 Just got this from OFCOM......

"Ofcom is today launching a review of the annual licence fees we charge mobile network operators for use of three mobile spectrum bands (900 MHz, 1800 MHz and 2100 MHz).

Annual licence fees (ALFs) are fees we charge mobile network operators to use certain spectrum bands. They typically come into effect after a mobile operator’s licence won at auction has come to the end of the initial licence period. The fees are designed to ensure that the spectrum is used efficiently. We currently charge ALFs for three mobile spectrum bands (900 MHz, 1800 MHz and 2100 MHz).

On 28 March 2024, BT wrote to Ofcom to request a review of the ALFs we charge for 1800 MHz spectrum. We have now considered BT’s request, and we consider that the evidence suggests that a fee review is justified. As a result of the commonalities in the formula we use to set ALFs, we have decided to begin a review of all of the ALFs we currently charge (that is, ALFs for 900 MHz, 1800 MHz and 2100 MHz spectrum).

We expect to consult on our initial findings by the end of this calendar year. We welcome any additional evidence which stakeholders consider would assist us in this review."

On the OFCOM website are publications that they do. In my view, this is an excuse to justify their existence! 

Overall I am seriously underwhelmed by OFCOM. The sooner it is closed the better.

OFCOM crappery?

 Today I got this from OFCOM. I preferred the GPO. As you can tell, I am not a great fan.

“Ofcom has today published a consultation on its General Policy on Information Gathering.

As an evidence-based regulator, the ability to obtain information to inform our work is fundamental to our role.

The primary purpose of the policy is to make clear to stakeholders how we intend to exercise our powers under legislation where we are required to publish this policy.

We are proposing to update our existing policy - first published in 2005 - to reflect our current practices and powers in this area.

In summary, we plan to:

  • expand the general policy to cover new information gathering powers and clarify its scope;
  • update and clarify the text to reflect our experience of issuing statutory information notices;
  • provide further detail on how we will handle statutory information notices (including in relation to the role of the Information Registry, the use of information provided voluntarily, the use of draft notices, and the disclosure of information and confidentiality); and
  • clarify our approach to enforcement and what we expect from stakeholders when responding to a statutory information notice.

We are inviting feedback on our proposals which must be submitted by 30 September. Taking account of responses, we will aim to publish our final policy later this year.”

What makes me think this is now a QUANGO that has lost its way?

In the days of the GPO I was inspected several times. Since it became OFCOM, I have not been inspected ever.

8m TX permit

 Just got this from OFCOM......

Hi @Roger Lapthorn,

I’m afraid we can’t make any changes to the application.

We simply go of the dates provided in the application – You can of course apply again in the new year if you need more time for your project.

...and of course pay another £50!! Need I say more? Brain? Think? I am left feeling they really are stupid or brain dead.

Just to do experimentation? In the past they would just have issued an NoV to my amateur licence for free!! Meanwhile 2 MHz of VHF spectrum is available for radio amateurs by NoV. I am asking for just a few kilohertz at low power. I cannot contain my anger!

8m TX permit - is OFCOM totally stupid?

On June 17th I was told my 8m TX licence was ready and would be emailed to me if I paid £50. Of course I was interested (I would have preferred to pay nothing and just be issued with a NoV to my amateur licence), but I could not be sent the licence until the invoice was settled. The date of the licence (when it eventually came) was from June 1st - well in the past!! I have asked for the dates to be changed to when I can actually do some research. 

Perhaps engage brain next time or send me a copy of the licence marked "not valid until invoice paid" or similar? No, that would involve thinking.  

It would appear they are only interested in taking money!
