I have just wasted a day of my life ....
My wife's 8 month old Dell Inspiron laptop running Win7 keeps coming up with the blue screen of death (again) and no matter what I try (system restores to various dates) nothing fixes it. I have a 4 year HW warranty but this does not cover software issues and I suspect this is software. I'm unable to do a full restore to the factory image as no backup is included on the hard drive. I'm no PC expert and get totally frustrated by this sort of issue and the fact that Dell help is so poor: you just go around in circles.
My little Asus EEE, that I am using now to type this, has NEVER failed, ever.

It is so annoying that many computer manufacturers now don't provide restore media on DVD because when this happens you're up the creek without a paddle. I don't know how to solve your Windows 7 problem, but I have a Linux Mint install DVD I could send you. :)
I do have the Windows 7 upgrade disc they provided (it shipped with Vista) and I may try to reload Win 7 if all else fails. Wasn't Windows 7 meant to be wonderful and always sort out its problems really easily? This has NOT been my experience.
I would try to call MS help line. It helped me twice (at least in my country).

My new HP machine came with discs for both XP and Windows 7. XP was already installed, and I wasn't even tempted to try 7. XP has served me well for the last 8 years and I dare say it will go on doing so now for at least another 5.
