Roger, I call them "Smart Phone Hunchbacks" because they are frequently "hunched" over their phones. I think it's not so much that we're grumpy, as much as we don't have patience for silly nonsense any more. Especially if it's coming from people who should know better. My two shillings worth, anyway.
Like headphones, many women do this in public to avoid some of the unpleasant interactions they get from males. People don't bother them when they look "busy" or can't hear them due to having ear buds in. I know some that wear buds with nothing playing just so they are not bothered. One of those things that as a guy you just don't think about or even know as it rarely happens to us.
