Roger Perhaps you are not aware of the nature of Government bodies. Ofcom and others are set up by passing an act of Parlament, the Bill defines the powers and the limits of interests of the body. the people within effectivly "live" the Act(s) that define their powers ( or lack of them ) This is also moderated by European law too.
There is the real problem of understanding what the acts say and apply to, there is often more than one way of reading specific clauses which can only be resolved by legal opinion. For example there has recently been some confusion in some areas by EMC issues from non "Transmitters" which has resulted in a lack of enforcement. Hopefully these matters are now past.
European law tends to complicate matters. For example low powered licence exempt devices can be used over a large part of 70 cm alongside telemetry and key fobs. This is not helped by the very low usage of 70 at present, we are also secondary users of most of the band! Indeed if the band had been busy with activity then other users would not have been able to take advantage of the occupancy level.
Although you might vent your anger at officialdom, people who have to deal with realities have to work with the people in authority to try to argue their case and get a good outcome for the community as a whole. That is not
As someone who had to deal with such matters with another body I can only say that emotive arguments have absoluty negative value, you need to speak their language and understand their views before any meaningful discussions can take place.
That may not be what you like to hear but that's the way it works for real.
